  • We consider the concept of “effectiveness” with reference to state and municipal administration. We analyze the system of assessing local self-governing bodies in the Russian Federation from the point of view of legal foundations, indicators and methods. The following problems of effectiveness assessment are revealed: the contents of effectiveness indicators do not fully correspond to the problems faced by local municipal areas and urban districts; common indicators do not take into consideration specific characteristics of municipal units development; there is a lack of relevant and reliable statistical data; the rules of assessing satisfaction of the population with local self-governing bodies as well as rules of assessing the effectiveness of local self-governing bodies and their heads are imperfect.
