  • The article focuses on the role of civil society institutions with regard to protection of personal rights and freedoms of foreign citizens in modern Russia. Personal rights and freedoms are considered to be the highest priority by the Constitution of 1993. Protection of the said rights has some specific features. As in all previous years under high civil rights violation rate with respect to foreign citizens they seldom seek for legal remedy and apply for assistance to the state bodies or ombudsmen. This trend might not only be revealed in the context of applications to Ombudsman but it also can be traced in the course of the Ombudsman inspired analysis of the data concerning applications of foreign citizens to the public prosecutor's offices, police and the court. Very often the state institutions are considered by foreign citizens to be rather repressive entities than the sources of ensuring human rights protection. Thereupon the author actualizes researches concerning cooperation between non-profit organizations dealing with protection of migrants rights and state bodies of Russia.
