ON PROBLEMATIC AND LEGAL ASPECTS AND CURRENT TENDENCIES OF SELF-ORGANIZATION OF MUNICIPAL CITIZENS

  • The article deals with the study of conceptual ideological, organizational as well as theoretical and practical legal aspects of the development of legal forms of regular public self-organization of municipal citizens.
    In the context of adopted practice of municipal building in Russia the author examines fundamental problematic aspects of introduction of such forms of regular public self-organization of local citizens as territorial public self governance, housing owners' associations, public chambers of municipalities, small urban and rural settlements and intra-urban municipal units with the key organizational and ideological matters as well as relevant problems solving issues dealing with the development of regular public self-organization of citizens being analyzed. In addition the key approaches have been defined with regard to the increase of efficiency of the ways of regular public self-organization of citizens and concerning optimization of appropriate forms of their legitimation.
