CRIMINAL PROCEEDINGS INITIATION STAGES: PROBLEMS AND PERSPECTIVES

  • The article focuses on basic approaches towards one of the relevant issues of contemporary criminal and procedure science which deals with the development of criminal case initiation stage. Currently amidst development of criminal procedural views there emerged different points for the most part opposing ones as to how the future of the initial stage of criminal proceedings should all be about. Certain group of scientists suggest that it should be abolished as useless, another one is of the opinion that it should be kept "as is" and the third group comes for saving along with the further development. On the basis of the relevant scientific studies the author comes to the conclusion that the said stage of criminal proceedings should be saved as an independent one provided it will be further improved.
