  • The basic parameters for the assessment of investment process in the region are considered with the influence of efficient human capital over it being justified. It is shown that in modern Russia the formation of such human capital depends on the social well-being of the population of the region, and that it is largely determined by the prevailing level of social justice. With the view of creating more favorable terms of formation of efficient human capital in the region it is suggested that progressive taxation and state social transfer payments should be used. In addition it is requested to create and develop institutions of civil society, to increase the investment activity of both private business and the State along with public-private partnership.
