  • The article deals with the theory of establishing the right to counter crime. The concept is presented as a systemic idea of implementation of criminological law which appears to be relevant and realistic approach. It allows to simultaneously divide and at the same time separate established and well performing forms, adverse and preventive measures and means (criminal-law based, security measures, means of social reintegration and other instruments of non-panel influence) as well as to put the ones together in the framework of a single right to counter crime due to commonality of goals and the object of influence.
