  • In the modern healthcare economics there currently exists some uncertainty and controversy in the use of the concept of «medical services quality» which becomes quite evident in particular while comparing the situation in Russia with the relevant situation in the developed market economy countries wherein the clinical error problem does exist yet has been regulated for many years. Particular attention in the article is drawn to the World Health Organization approaches determining the concept of medical services quality which have substantially evolved over time. The purpose of the article is to update the issue under the study, to form a conceptual framework aimed at its further research, to develop scientific approaches to determining the level of medical services quality. The final objective is to create a strategic causal relationships linking based direction for further development of the Russian practices of minimizing risks of medical intervention and to improve legal regulation in this area.
