Managing Human Capital of Regional Economy under Intensification of Interaction with External Environment

We reveal and define problems of managing human capital of regional economy in the conditions of intensified interaction with external environment. We analyze the dynamics of the level of education of the population of Russia for the last twenty years and come to a conclusion that the requirements of human capital bearers concerning regional social infrastructure, quality and matter of labour activity have changed. We reveal negative consequences of lack of balance between the supply and demand for human capital, poor working conditions mainly represented by undesirable migration processes. We suggest the main ways of coping with problems of human capital management. A conclusion is made that there is a contradiction that can be seen in growing need for federal funding of human capital management and simultaneous cutting relevant budget clauses.
