The Organizational Directions of the Ensuring Sustainable Balanced Development of the Region Based on Improving the Quality of Human Capital Assets

The article considers the directions for sustainable balanced development of the region by improving the quality of human capital. We suggest the creation of the interdepartmental control centre for the sustainable balanced development of a federal district, which should interact with the nonprofit partnership "The regional association for human capital development" of the subjects of the Russian Federation of the North-West Federal District.

  • Sustainable balanced development is a key issue for Russia as it deals with an ever increasing differentiation of regions development along with population’s incomes. Thus it is important to provide organizational support of ensuring sustainable balanced development of regions. In the first part of the article, we offer a brief summary of the concept of sustainable development and its base components. We demonstrate a key role of a region in a sustainable development of the Russian Federation as a whole. In the second part, we give a comparative assessment of the social and economic development of Leningradskaya region and other regions of the North-West Federal District. In the third part, we propose an organizational model of how to deal with a matter of regional sustainable development referring to the North-West Federal District as an example. As a methodological basis we have used research of Russian and foreign scientists in the field of a sustainable and balanced development of a region. In the course of researching we would use methods of comparative and statistical analysis as well as modeling techniques. Achieving sustainable development is the main vector of development of social and economic systems. A regional level is a key one in the sustainable development of a country as a whole. The analysis of the social and economic development of Leningradskaya region has demonstrated that it is necessary to improve conditions for the sustainable development of regions in the Russian Federation. The interdepartmental control centre for the sustainable balanced development of a federal district may become an organizational solution of the task of the sustainable and balanced development of the regions of the Russian Federation.
