PERFORMANCE EVALUATION OF PHYSICAL CULTURE AND SPORTS ADMINISTRATION AT FEDERAL AND REGIONAL LEVELS

  • The author proceeds from the fact that in order to ensure further improvement of the physical culture and sports economic-organizing administration mechanism one needs a new criterion base which will make it possible to evaluate efficiency of the present system of administration.
    The article consists of a preambular part, 5 topical parts and the author’s finding. The preamble gives proof of the relevance of the subject matters being under study. Each of the topical parts reveals existing conflict views or barriers in evaluating efficiency of economic-organizing administration mechanism. The concluding part contains the author’s findings.
    While studying the author has used such scientific research techniques as a normative-legal database analysis along with analytical and comparative analysis.
    It is the author’s opinion that evaluation of the present economic-organizing administration mechanism as well as assessment of physical culture and sports sector performance is quite impossible without a system of valid indicators, without settling conflicts of interests between “High Achievements Sports” and “Sport for All” strategies. Neither is it possible without ensuring transparency and accessibility of inside information about state administrative bodies.
    The author has revealed conflict views of a present set of performance evaluation indexes, introduced alternative indexes and proposed a number of changes which should positively affect physical culture and sports sector performance.
