BASIC LINES OF INSTITUTIONAL REFORMS FOR DEVELOPMENT OF INNOVATIVE CLIMATE IN MEGAPOLIS

  • The relevance of megapolis innovative climate institutional principles research is caused by demands for effective reforms that would correspond to globalization period. They are aimed at formation of a set of both market and state-controlled instruments the combination of which will ensure synergetic effect in the course of the development of megapolis innovative environment. Hence, the author suggests that institutional reforms should be considered the starting point of innovative development. Such an approach is based on the analysis of innovativeness index in different countries with some peculiar functions of the state and the society characteristic of Russian economics being defined and sorted out. The process of transformation of institutes is described from the point of view of dialectical laws of the unity and struggle of opposites and transition from quantity to quality.
    The use of such research methods as comparative analysis and synthesis, classification, ranking and generalization from the standpoint of systems approach enabled the author to come to the conclusion about existence of influence of the institutes upon formation of innovative climate in megapolis.
    The resulting conclusions reflect the viewpoint set forth in the article whereby the innovative development of megapolis under globalization is realized on the basis of integrated influence of formal and informal institutes as well as market and state-run ones in the interests of particular business entities and national economics in the whole.
