  • The institution of authorized economic operators is separated from the system of automated categorization, which does not comply with the basic principles of international law and foreign experience. Meanwhile many criteria of its activity correspond to the category of enterprises having low and stable low level of risk within the categorization process. It makes the use of the institution of authorized economic operators pointless and prevents creating an effective risk management system. The relevance of this problem lies in the fact that in the conditions of complicated foreign economic activity it can significantly slow down the processes of foreign trade.
    We research the issues of legal regulation and the practice of introducing automated categorization and look at specific characteristics of authorized economic operators in customs development; we also consider the problems of regulatory and legal character arising when both technologies are used and suggest ways to solve them.
