  • The relevance of the topic of this article is defined by the significance of human capital which is considered to be the base factor of sustainable and balanced development of regional social and economic systems. Therefore exercising control over the process of ensuring favorable conditions in the region designated for formation and development of human capital is needed.
    The article is dedicated to describing relevant tools of such management. The article's structure consists of the following parts: introduction, description of the research and assessment methodology, limitation of the methodology and directions of its further development with proposed methodology application results being highlighted, the discussion of usability of modified methodology in further researches and the concluding part. The methodology of the study is based on the systems approach, on the theory of the human capital, quality of life as well as on the application of economic and statistical methods.
    The authors' contribution is that the article provides an assessment of significance of the basic methodology relating to the construction of integral index which describes terms and conditions of formation and development of human capital in the region, it defines possibilities of its modification with the quality of life in the regions index calculation being shown and modification of the basic methodology being carried out. The resultant conclusions focus on the assessment of usability of the results of the research in further studies as well as in the management practice.
