  • The matters of the assessment as well as of the increase in the efficiency of public service along with the matter of evaluation of government bodies and State civil servants' performance have been the focus of scientists, politicians and ordinary citizens attention not only in Russia but also abroad lately.
    The efficiency of public service substantially depends on the competence of civil servants and the ability of relevant personnel to make qualified and responsible decisions, to exercise proper administration, in other words it depends on the level of professional competence of the State civil servants. Thus one stipulates the need for one or another type of competences which manifests itself through the request for a set of qualities of relevant personnel such as knowledge, acquired habits and skills. The competence of a civil servant is the level of his or her professional skills and qualification which is determined by the knowledge, experience, practical skills, by his or her attitude towards job as well as by human behavioral characteristic.
