NORMATIVE LEGAL REGULATION OF JUNIOR TOURISM AS A CONDITION OF SUSTAINABLE DEVELOPMENT OF SOCIAL TOURISM

  • The relevance of the study of basic normative legal documents regulating junior tourism in Russia is based on the need for making amendments into the said instruments caused by problems emerged in the development of this line of tourism which resulted from the reduction of public funding.
    The article provides a detailed analysis of normative legal documents on the development of junior tourism over the past decades. The author proves that effective normative and legal regulation of junior tourism is the basis for sustainable development of the Russian Federation.
    The article’s objective is to substantiate the need for adoption of new federal and regional laws “On Junior Tourism” which would define responsibilities of regional bodies of power in terms of ensuring availability of junior tourism and that would guarantee the right of children to rest. The author gives reasons for the conclusion that normative legal regulation of junior tourism as the basis for the sustainable development provides for pooling of economic, social and ecological approaches to junior tourism arrangement.
