  • At the meeting of the Presidential Council on science and education held in January 2016 the president of Russia V. Putin stressed upon the importance of human capacity building processes aimed at implementation of large scale ambitious projects. Besides he noted the need for prognostication of demands for competences and the need for the development of staff training programs. This proves that the study of staff professional competences and the assessment of the level of compliance of their professional competences with the job standards has acquired an ever growing relevance.
    The article describes opportunities of additive convolution formula worked out by professor A. Subetto especially for staff management purposes. It also presents the analysis of scientific methods which might be used as the basis for making assessment of professional competences of an applicant and thus to define the level of professional compliance.
    The author drives attention to the expert qualimetry as well as to probabilistic and statistical qualimetry in the course of working out a comprehensive indicator of the quality of professional compliance. The author has worked out the formula of defining forecasted level of professional competences.
