  • We look at the local government as a specific social process based on a long period of socio-economic self-organization of the population and municipal government as state administration of the last level of the state power hierarchy. We also analyze the differences between the concepts in question. We offer an illustrated comparison of values of economic transformations.
    In the research, comparative analysis and system approach to studying the problems of local government in Russian socio-economic environment have been applied.
