  • The article examines problematic issues of creating a system of legal regulation with regard to social relationships in the spread of coronavirus disease. It focuses on the importance of this management system for regulatory response to new extraordinary and non-standard challenges of the modern economic, public and political life. The authors draw conclusions on systemacity of sources of law which regulates public relations in this field. They also highlight logistical, legal and political grounds of the need for edict rulemaking at the initial period of creating an Emergency Preparednes Institution.
