  • We analyze the innovation transitional advance of Russia taking into consideration the indicators of global innovation index and make a conclusion that vulnerable areas are based on poorly designed system of creating innovation environment and immature legislation in the sphere in question. We substantiate the idea that to boost the transition of the economy to economic growth we should switch from currently dominating concept of positive cyclic forecasting to the concept of active (normative) cyclic forecasting of innovative economic development.
