Soverenization of Artificial Intelligence: Current Legal Issues

  • The article discusses soverenization related issues covering artificial intelligence technology. It is concluded that soverenization of artificial Intelligence is first of all a process wherein the state achieves full control over the development, implementation and further spread of artificial intelligence technology. The procedure includes formation of regulatory bodies, development of legislation and establishment of security standards. The approach provides for exercising control over non-use of foreign artificial intelligence technologies in the key areas of public life. Secondly, soverenization of artificial intelligence is considered to be a move towards the state of excluding foreign artificial technologies from critical domains of social political and economic life of the society. The authors come to the conclusion that it is necessary to impose strict liability for creation and implementation of artificial intelligence especially relating to functional self-replicating shells.
