  • We reveal system problems while organizing and holding elections in Russia. We carry out a detailed comparative analysis of election campaigns at federal, regional and municipal levels in Slantsy municipal district of Leningrad region. We offer guidelines targeted at solving the problem of low turn-out, especially among young people, as well as the difficulties concerning staffing, training and activities of polling site commissions. The research stresses the key importance of the principles of openness and transparency when organizing and holding elections to solve the system problems of election campaigns.
