  • The article examines conceptual aspects of the development of education accessible for individuals with disabilities.
    The current Russian legislation including the Federal Law on Education as well as the state educational standards contain certain provisions destined to ensure quality of education including the quality of training disabled people. However the system of education management contains few studies in terms of methodology and techniques providing a clear guide of how to implement national normative requirements.
    As a result of the study of the theory and practice of education management based on the methods of content analysis, comparative analysis along with inductive and top-down analysis, scientific reflection and innovative approaches to education management the author has worked out measurers aimed at increasing efficiency of university complexes in the context of formation of educational environment for education and training of disabled people.
