  • The relevance of the research is based on the need for a flexible approach to using all resources of organizations under current economic crisis conditions. The prospects of using human resources are especially unpredictable. Thus, the implementation of human capital concept requires investment in training and personnel development that can currently turn out to be absolutely hopeless. Applying the impersonal personnel concept and redundancies in any crisis situations resulting from it may lead to the irretrievable loss of organization human resources.
We carry out a detailed analysis of the consequences of applying the management paradigm and prove that approaching personnel as organization human resource is optimal under the conditions of unpredictable development of economic and political situation.
