We consider the increasing role of cultural sphere in social development and the priority of implementing the strategy of state cultural policy for the last 25 years of changes in material and technical resources. We described special bodies established to implement the strategy in question as well as our own vision of the main directions of its development. The role of the government of the Russian Federation in strengthening and speeding up the process of cultural development is studied. We suggest implementing the strategy taking into consideration numerous strategic, state and departmental factors.
